    Put the iPad into Recovery Mode and then try the Restore again:

    If you’re signed in to iCloud and Find My iPhone is enabled, use these steps.
    If you don’t use iCloud and you can’t sync or connect with iTunes, use recovery mode.

    While your device is connected, force restart it: Press and hold the Sleep/Wake and Home buttons at the same time. Don’t let go when you see the Apple logo — keep holding until you see the recovery mode screen.

    When you see the option to Restore or Update, choose Restore.

    iTunes will download software for your device. If it takes more than 15 minutes, your device will exit recovery mode and you’ll need to repeat steps 2 and 3.

    Wait for the process to finish. Then you can set up and use your device.

    Note, this will only work on the computer it last synced with. Here’s how:

    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just canceling out the restore process as soon as it reactivates the iPad.

    How to Reset iPhone and iPad forgot password without using iTunes.

    Go to your iPhone Settings then > iCloud.
    Scroll down and Tap on ‘Find my iPhone’.
    Toggle on ‘Find my iPhone and Send last location features.’
    After that Go to > iCloud.
    Sign In with your Apple ID and password to access iCloud.
    Select and Click All Devices at the top of your browser window and select on iPhone device you want to reset your passcode.
    After selecting the device it will show you three options play sound, lost mode, Erase iPhone.
    Click erase device to erase or reset its password or passcode.
    Now you can use your iOS device again.
